H13.1 (intra-coalition fault lines kill bills) — refined: BBB's childcare title wasn't killed by coalition fracture (it cleared the House with the coalition intact); it died with its vehicle. The fault lines' effect is subtler: they shape what gets drafted (mixed delivery everywhere, Head Start held harmless), which raises cost and complexity before any vote. Fault lines tax the design; vehicles kill the bill.

Pending: direct reads of NEA/AFT resolutions, ECEC (for-profit trade) position papers, IFS/AEI/Heritage critique primary texts for the steelman, intergovernmental (NGA/NCSL) implementation objections.
